  17. <p>     The last thing an airline passenger wants is a pilot whose
  18. head is in the clouds. The Supreme Court last week reduced the
  19. likelihood of getting one when it let stand a Federal Aviation
  20. Administration rule requiring a "comprehensive antidrug
  21. program"--random, unannounced urine tests. The action affects
  22. more than half a million workers in the air-travel industry,
  23. including flight crews and air-traffic controllers.
  24. </p>
  25. <p>     A San Diego airline pilot launched the legal challenge to
  26. the FAA rule, citing Fourth Amendment prohibitions of
  27. unreasonable searches. San Francisco's Ninth U.S. Circuit Court
  28. of Appeals upheld the FAA, and the high court leaves that
  29. decision intact--ending the case, but not the controversy.
  30. "There's not really a serious drug problem in the federal work
  31. force," says a spokeswoman for the American Federation of
  32. Government Employees, which has filed several anti-drug-test
  33. lawsuits. "We think the government could be better spending the
  34. $79 million  that it's got committed to drug testing this year."
